The Bulk Billed Consent experience

Capture Medicare Assignment of Benefit consent online for bulk billed appointments. Supports both Telehealth and Face-to-Face workflows, including patients who didn’t book via Healthengine.

Who can use Medicare AoB / Bulk Billing Consent?

Medicare Assignment of Benefit (AoB) / Bulk Billing Consent is available to practices on our GP Complete subscription. It’s currently available to practices using an eligible PMS, including Best Practice and MedicalDirector Pracsoft.

What has changed for collecting patient consent for bulk billed appointments?

From 1 July 2026, practices must capture and retain patient consent to assign Medicare benefits for bulk billed services. Healthengine’s Medicare AoB solution supports a post‑service consent flow: once billing is completed in your PMS, the patient receives an SMS and email with a secure link to verify their identity and complete the digital AoB consent form.

Are there any additional SMS costs?

No. There are no additional SMS fees for Medicare AoB / Bulk Billing Consent. It’s included as part of Healthengine’s GP Complete subscription.

Requesting and collecting patient consent

What do the patient SMS, email and digital AoB form look like?

Patients receive an SMS and email with a secure link to the digital Medicare Assignment of Benefit (AoB) consent form.

Does patient consent need to be collected at the time of the appointment?

No. For Medicare AoB, consent can be obtained before, during, or after the appointment. Healthengine sends the digital consent request after billing is completed in your PMS (post-service episodic agreement).

If I’ve collected patient consent in a past appointment, do I need to collect it again?

Yes. Consent must be captured for each bulk billed appointment.

What if a patient doesn’t provide consent?

If the patient does not complete the digital consent (or does not agree to assign their Medicare benefit), the service can’t be bulk billed under Medicare AoB. In this case, the patient should be privately billed and provided an invoice/receipt to claim from Services Australia.
